Export Control

ITAR (International Traffic in Arms Regulations) and the EAR (Export Administration Regulations) are export control regulations that help safeguard defense-related technology so it is not obtained by an unsafe person or organization. Products that are considered potentially dangerous require an export license (ie. ITAR and EAR control) to be shipped to foreign countries or entities.

ITAR: These regulations are written for products with direct defense-related applications. Products on the United States Munitions List (USML) or the Missile Technology Control Regime (MTCR) Annex are controlled by International Traffic in Arms Regulations (ITAR) which is administered by the Directorate of Defense Trade Controls (DDTC) at the State Department.

EAR: Other items that are not specifically listed in the USML, but have the capability to be used for either civilian or military purposes are considered “dual use” and controlled under the Export Administration Regulations (EAR) which is administered by the Department of Commerce (DoC) and the Bureau of Industry and Security (BIS).
